Cambridgeshire is exceptional – one of the fastest growing areas in the country, with a Combined Authority for Cambridgeshire and Peterborough that has great ambitions for our future, a joint senior management structure across Cambridgeshire County Council and Peterborough City Council, and a shared vision across the public sector for the way in which we will work together in communities.

The Libraries and Community Service is at the heart of our Think Communities approach, providing anchor locations in communities for our developing place-based approach to working together across the public sector and with our communities, and as the go-to place for information, inspiration, early help and support, touchdown and meeting spaces. We are re-imagining the role of our libraries for th e future, working across Cambridgeshire and Peterborough with William Sieghart and philanthropic organisation Civic to create a new model for a highly relevant, modern and sustainable library service.

The Service is growing and with 2 recently opened new libraries, 5 new libraries / community facilities planned for the next few years, a refreshed IT offer and the rollout of Open Access technology across all libraries, you will play a crucial role in these developments. We have a reputation for innovation: one of the first library services to be granted NPO status with Arts Council England, with £700k over 4 years to deliver community-curated arts activities in libraries, the latest addition to the British Library’s network of Business & IP Centres and the Living Knowledge Network, and our partnership project with Civic - there couldn’t be a more exciting time to lead the Service.

This role is the professional and functional lead for an innovative library and community service across Cambridgeshire. It requires a highly experienced and capable leader, with expert knowledge of the sector, able to articulate an inspiring and engaging vision for an excellent modern library service as part of a network of multi-agency community hubs.

You will be responsible for the effective management of strategic change projects, operational delivery, and strengthening partnership working. You will be expected to maintain and improve the performance of front-line services and enhance the customer experience using the latest technologies and digital interfaces.

Resilient, flexible and adaptable, a leader of change, with an ability to build capacity by working across teams and organisations, you will make the most of volunteers and encourage a community-led approach. With a track record of success in generating income, you will also have experience of capitalising on commissioning and/or sponsorship opportunities.

An excellent communicator, you will be able to advocate at all levels and work successfully with internal and external partners, in order to deliver the best possible outcomes whilst maximising the use of resources.
