Treasurer Role Description

Purpose of role: Officer responsible for all financial matters for the South West Member Network Committee. The role holder must be a member of CILIP.


The Committee for the South West Member Network would like to appoint a Treasurer to take over from the current post-holder from January 2020.

Ideally, the appointee will begin working with the Committee in advance of the handover date to enable a cohesive transfer of duties and the opportunity to liaise with the current Treasurer about the role and the duties involved. The incoming Treasurer would also be able to take advantage of the official CILIP training provided each year around October/November. Documentation from previous training can also be provided by the Chair upon request.

Core responsibilities:

  1. To administer the South West Committee’s finances including payment of expenses, processing invoices, monitoring cash flow, maintaining the cashbook, record keeping, preparation of VAT returns and co-ordinating income.
    1. Financial documentation from previous years is available on the Committee’s shared Google Drive.
  2. To liaise with Unity Trust Bank concerning the South West Committee’s account.
  3. To attend committee meetings to present an accurate picture of the South West Committee’s financial situation and to authorise expenditure.
  4. To advise the Chair and committee of the South West Committee on all financial issues and the financial implications of decisions and potential courses of action.
  5. To undertake financial planning for the South West Committee with the Chair and other committee members.
  6. To liaise with CILIP’s Finance Team to ensure prompt receipt of capitation, submission of VAT returns and annual accounts and any other information required by CILIP.
  7. To ensure the South West Committee complies with terms outlined in CILIP’s Treasurer’s Guidelines document, CILIP Expenses Policy and any other applicable governance documentation.
  8. To prepare annual accounts for the independent audit and to prepare and present the annual financial report for the Annual General Meeting.
  9. As one of the officers, to participate in overall management of the South West Committee.
  10. To promote the membership and benefits of the South West Member Network and CILIP within the library and information profession.

The amount of time this role takes up will vary and may be 3-4 hours per week and during certain times of the year may increase. Committee members are expected to be proactive and to participate in committee discussions (usually by emailing list) between meetings and events.

You will be given access to a dedicated CILIP email account, which must be used for all communications outside the Committee.
